Japan is giving the United States 250 cherry trees to replace more than 100 that will be torn up during construction around the Tidal Basin in Washington, the Japanese prime minister, Fumio Kishida, said on Wednesday. The gift honors the 250th anniversary of the signing of the Declaration of Independence, which the United States will celebrate in 2026, Mr. Kishida said at a White House ceremony welcoming him for a state visit. President Biden thanked Mr. Kishida for the cherry trees, which have become a symbol of the relationship between the United States and its longtime ally as well as a popular tourist attraction in spring. The mayor of Tokyo gave Washington 3,000 of the trees, which are not native to the United States, in 1912.

President Biden condemned a decision by Arizona’s Supreme Court on Tuesday to uphold an 1864 ban on nearly all abortions as “cruel” and “extreme,” saying the law was first enacted well before women even had the right to vote. In a statement released within an hour of the decision, Mr. Biden called the ruling an “extreme agenda of Republican elected officials” and promised to continue the fight for reproductive rights and a restoration of Roe v. Wade, which had protected the right of women to have abortions for nearly a half century. “Millions of Arizonans will soon live under an even more extreme and dangerous abortion ban, which fails to protect women even when their health is at risk or in tragic cases of rape or incest,” Mr. Biden said. “This cruel ban was first enacted in 1864 — more than 150 years ago, before Arizona was even a state and well before women had secured the right to vote. This ruling is a result of the extreme agenda of Republican elected officials who are committed to ripping away women’s freedom.”The decision in Arizona, a critical battleground state, comes as Mr. Biden’s campaign and Democratic officials blame the dwindling access to abortion care in America squarely on former President Donald J. Trump.

Center for the Performing Arts in Washington. He then reappeared to accept a bust of Mark Twain from David M. Rubenstein, the retiring chairman of the Kennedy Center. Mr. Hart, 44, is the 25th comic to receive the prize from the Kennedy Center, an honor given annually to the greatest humorists in American comedy. President Biden signed a $1.2 trillion spending package on Saturday, putting an end to the prospect of a government shutdown after the legislation passed a rushed series of congressional votes with bipartisan support and landed on his desk just after 2 a.m. The government faced a potential shutdown if the measure was not signed into law before midnight on Friday. But as the Senate vote ticked past that hour, the White House released a statement saying that federal officials at the Office of Management and Budget had “ceased shutdown preparations” in anticipation of imminent Senate passage and signing by Mr. Biden. In a statement, the president said that the measure’s approval was “good news for the American people.” But he alluded to the months of drawn-out negotiations that preceded the last-minute approvals, saying that the agreement was “a compromise” and that “neither side got everything it wanted.”The spending deal “rejects extreme cuts from House Republicans and expands access to child care, invests in cancer research, funds mental health and substance use care, advances American leadership abroad, and provides resources to secure the border that my administration successfully fought to include,” Mr. Biden said.

The warning was related to the attack on Friday, according to people briefed on the matter. Pro-Kremlin voices immediately seized on the U.S. Embassy’s warning to paint America as trying to scare Russians. But I would disabuse you at this early hour of any connection to Ukraine.”“Our thoughts obviously are going to be with the victims of this terrible, terrible shooting attack,” he also said. Mykhailo Podolyak, a top adviser to Ukraine’s presidential office, said in a video statement that “Ukraine has absolutely nothing to do” with the attack.

On Saturday, he told crowds in Greensboro, N.C., and Richmond, Va., that he believed Mr. Biden was “giving aid and comfort” to America’s foreign enemies. Throughout his campaign, Mr. Trump has ramped up warnings about threats he portrays as damaging to traditional American values. On Thursday, Mr. Trump visited Eagle Pass, Texas, where Gov. Mr. Trump is planning an extreme expansion of his anti-immigration policies if he wins the election in 2025, including what he calls the “largest domestic deportation operation” in U.S. history. And Mr. Trump would reimpose a Covid-era policy that would refuse asylum claims on the basis that migrants carry diseases like tuberculosis.

When winter arrives in western Austria and the sun disappears all too quickly behind the snow-capped Alps, you can stand in bare orchards and still taste the sun-ripened fruit that the trees once bore — just sip a glass of schnapps. For centuries, farmers in the Tyrol region have mashed, fermented and distilled apples, plums, apricots and other fruit into schnapps, a strong spirit enjoyed most commonly as a digestif. It is sometimes infused with local herbs and plants, like fruit from the Austrian stone pine. Not only does this elixir warm the soul; it also provides a strong dose of a deep local tradition. In Austria, especially in the mountains of Tyrol, “schnapps is both,” she said.

The federal law at the heart of a major Supreme Court case that could determine the scope of gun rights in the United States deals with one of the country’s most vexing problems. “We don’t do it for the prosecutions,” said Jennifer Becker, the director of the National Center on Gun Violence in Relationships at the Battered Women’s Justice Project. But the Supreme Court’s landmark decision in June last year vastly expanded a person’s right to carry a gun in public and upended the standard for determining whether gun laws are constitutional. If the court overturns the federal law, the ruling is likely to reverberate across the country, legal experts say. Currently, 32 states and the District of Columbia all have similar laws that prevent people with domestic violence protection orders from having guns, according to Everytown for Gun Safety.

A critical dam on the Dnipro River in southern Ukraine broke overnight on Tuesday, endangering tens of thousands of people who live downstream. Russia said that Ukrainian forces had carried out sabotage. Located near the front line of the war in the southern Kherson region, the dam and nearby infrastructure have been damaged by shelling throughout the war. The area including the dam and the adjacent hydroelectric plant has been occupied by Russian forces since last year. President Volodymyr Zelensky of Ukraine blamed “Russian terrorists,” while the Kremlin’s spokesman, Dmitri S. Peskov, blamed Ukrainian forces, describing what happened as sabotage.

Even as Germany and other European countries have learned of Ukrainian involvement in the pipeline attack, they have nevertheless increased their military aid. American officials insisted on Tuesday there has been no determination about who within the Ukrainian government may have planned or authorized the attack. If it is eventually pinned on senior officials, European attitudes about support for Ukraine could change. The Post reported that the European intelligence report said the Ukrainian operatives involved in the plot to destroy the pipelines reported to Gen. Valeriy Zaluzhnyi, Ukraine’s senior military officer. Officials say the United States is unlikely to place any public blame for the destruction of the pipelines on Ukraine until after those investigations are done.

Mr. Mayorkas said that his department is also launching a digital advertising campaign in Central and South America to counter false claims made by smugglers that the end of Title 42 means the border will be open. “Do not believe their lies,” Mr. Mayorkas said in a message to migrants. He also warned that with the end of Title 42, migrants may face criminal charges if they are eventually expelled and try to cross again. “We are finalizing a new rule to encourage individuals to use available, lawful, safe and orderly pathways to enter the United States,” Mr. Mayorkas said. “We are delivering on tougher consequences for unlawful entry,” Mr. Mayorkas said.
